Philosophical and functional aspects of culture

Regional cultural policy measures events, not states. The study applies the conceptual apparatus of Haken's synergetics to a cultural ecosystem — order parameters, control parameters and hysteresis — and asks what remains of a programme once the last euro of the grant is spent.
